Regarding packing management system, the Commission Directive 2013/2/EU, of 7 February 2013, which clarifies the definition of packaging has been transposed to the national law.  

Illustrative examples of which is considered to be packing are now foreseen in Appendix I of Decree-Law number 366-A/97, of December 20. For instance, cartridges for printers and CD, DVD and video cases (sold together with a CD, DVD or video inside) are not considered packing.
